Members

EuroISPA Council

The Council members are ISP associations from EU and EFTA Member States. EuroISPA is managed by its members. Each member appoints a representative to the EuroISPA Council. This body meets on a regular basis each quarter and in special sessions, as required by the members, in order to formally discuss policy, matters of importance to the EU Internet industry and the administration of the organisation. Meanwhile, informal, continuous discussion between the members ensures that EuroISPA is a close-knit organisation, taking advantage of the wealth of expertise and experience contained therein.

Each year, the Council appoints each a group of Officers – a President, one or more Vice President(s) and a Treasurer – who are tasked with fulfilling important duties for the continued functioning of the association.

EuroISPA Industry Forum

The EuroISPA Industry Forum allows individual companies with a legitimate interest in the Internet industry to participate in EuroISPA’s activities and work groups. The Industry Forum meets regularly in order to discuss policy issues and matters of importance to the EU Internet industry. The Industry Forum acts in a purely advisory capacity to the Council.

Observers

EuroISPA accepts observer members established in countries which are members of the Council of Europe. Their perspective is extremely valuable as it broadens EuroISPA’s understanding of ICT policy beyond the EU.

Michel Combot

Michel Combot

Vice-President

Michel Combot took over as Managing Director of the French Telecoms Federation in April 2016, and he is EuroISPA’s Vice-President since December 2022.

With degrees from both the École Polytechnique and Télécom ParisTech engineering schools, Michel Combot has almost 19 years’ experience in digital economics and media.

During his career he has worked as a project director for the French Regulatory Authority for Telecommunications (now ARCEP), before working at the economics department of the French embassy in the U.S. and at the French Ministry of the Economy in San Francisco as ICT expert.

Michel Combot has also been technical advisor to the State Secretary for the development of the digital economy, before being appointed Deputy Executive Director of ARCEP.

Before joining the French Telecoms Federation, he was also Deputy Executive Director on the French Audiovisual Council.

Thomas joined EuroISPA‘s founding member eco – Verband der Internetwirtschaft e.V. in 2016 and heads eco’s Brussels office. Since the beginning, he has been actively involved in EuroISPA’s work. Before that, he gained political experience first in the Austrian National Parliament and later as a Parliamentary Assistant in the European Parliament.
He holds a Master’s degree (Magister iuris) from the law faculty of the University of Vienna and studied at the law faculty of the University of Oslo under the Erasmus programme. Thomas further holds an LL.M. (Informationsrecht und Rechtsinformation).

Since 2018, Elina Ussa has been a Managing Director at FiCom.

FiCom is an active lobbying organisation for the ICT sector in Finland and a member of EuroISPA from its very early stages. Elina believes that being part of the world’s largest association of Internet Services Providers is an extremely important part of FiCom’s successful work.

Throughout her career, Elina has gained extensive experience in the lobbying sector, acknowledging the importance of effective communication and good relations with different stakeholders.
In her daily work, she aims at influencing digital initiatives and regulations, recognising that telecommunications and network infrastructure are the fundamental base of our digital society.

Michael Rotert

Prof. Michael Rotert studied business science at the University of Karlsruhe, specialising in OR / informatics. In addition to the professional experience he gained inter alia as the founder and Executive Director of Xlink, one of the first internet access providers in Germany, as Executive Director and Senior Vice-President of KPNQWest, as Executive Director of various different Internet service providers, he has an extensive academic background. Before he started at Xlink, Michael Rotert worked at the University of Karlsruhe. In 1985, he implemented the first Internet connection at a German university. In June 1999, Michael Rotert was awarded the title of Honorary Professor in the field of informatics by the University of Karlsruhe, where he has taught regularly since 1981. Through his work for various national and international bodies, Prof. Rotert is committed to providing intensive support for the success of the Internet in Germany. Between 2000 and 2017, he has been Chairman of eco – Verband der Internetwirtschaft e.V., President (2003-2007) and Vice President (2008-2009) of EuroISPA, and an industrial speaker of the German delegation of the G8 Cybercrime group. He also works as an expert for the EU, the UN and the U.S. Department of Commerce.
